NEAR indique la proximité, près de, proche du magasin, a quelques dizaine ou centaines de mètres probablement.

NEXT TO indique que l'endroit est à côté de, il est le voisin physique du magasin, il le touche.

Near to existe également, plutot dans l'anglais britannique que dans l'anglais américain qui tend à tout simplifier.

Near the shop = à proximité

Next to the shop = la porte à côté
